Has anyone seen this type of Case layout before?

Just looks like a normal mid tower case, apart from the cover they have put over the bottom half at the hard drives section, i assume that is to hide most of the cabling etc.

Would obviously make the build a bit trickier, surely it would also lessen the air flow performance.

That's not a cover, that's the Hard Drive tray I was talking about. The case has no hard drive bays so it can easily accommodate graphic cards up to 380mm (15 inches).
 
When shopping for my recent case I viewed well over 100 cases in and around the $100 price range and I did not see anything like this.

Overall it would be good for longer GPU's but if your CPU cooler has a fan, it's going to be flowing in the general direction of the HDD's. Sure it won't be enough heat but over time it may cause issues. Just my thoughts on it.
 
May be nice for new cards that may be bigger, but my 570 is about 11.2 inches long and fits easily with room in my Storm Sniper.
