HD 4850 problems.

I currently have a HD 4850 in my dev rig. There's this problem, several white lines have appeared across the screen since installing the drivers. They weren't there before. The mouse overlaps these lines, and they even appear in the Bubbles screensaver (the preview window). It is also affected by fading of the logon screen. What the heck is this and how can I get rid of it? :confused::confused::confused:
 
I'm using a 600W power supply. I also tried an HD 4870 and the computer won't find it. I think the power supply might be bad because when I tried jumping it before it would make weird hissing noises. Maybe I should try selling it (the power supply) and buy a new one? I found this video card in a basement. Also the power cable I'm using is a long trip from the power supply (the case is temporary) and there is a sharp bend at the GC.
 
Could it be that I don't have a sufficient amount of memory installed. I only have 512MB at the moment, since it is in its testing state. I switched to Windows Aero and the lines seem to be based on refresh/update failures. It froze twice within 2 minutes of switching to Aero. There are color failures and color boxes while running screensavers. Yeah, that sounds like a PSU issue, because once I installed the drivers the graphics accelerated and the GPU didn't have enough power to update. It still runs the Energy screensaver without any lag.
