Without any bottlenecks, would Crysis be playable on very high settings with 8x AA?

I recently picked up a 4870 x2 for very cheap from a friend, but I have not seen the improvements that I thought I would over a 5750.
 
Even with a smaller monitor I doubt you'd be able to run crysis with a 4870 x2 at highest settings with 8x AA. Just isn't powerful enough. If you took off the AA hen you'd be in good shape (probably getting anywhere from 30-60 fps, depending on your monitor size).

Another question, I play World of Warcraft, when I am hanging around, I notice my GPUs are running at only 50%, but I am only getting around 30 fps. This is different in a game such as Crysis, I see both GPUs at 100% and I get around 40 frames.

My question is, why is this? I understand the GPU under clocking to save power/temps, but I would want it to do this when I am over 60 frames.

Edit: Post was misleading. I am not comparing the frame-rates, just the GPU % usage.
 
Some games just aren't coded well. Some will give you a good 85-100% usage like you'd expect while others will only give you like 50% usage. Although your specific problem could be your cpu (at least with wow). What kind of cpu usage do you get while playing it?
