HD benchmarking

I am doing a senior (high school) year science project on hard drives and their effect on system performance. There are a few things I need to learn how to do. Can anyone help?

1: Limit Hard Drive Interface Speed

I need a way to be able to limit hard drive interfaces to ata100 speed (100 megabytes/second)
I am using sATA and ultra 160 and 320 SCSI 68 pin
I don't care if I do this with software or hardware

2: Find application load times

I need to be able to open small applications and determine the load time, which will likely be under a second. Obviously I cannot reccord this with a stop watch. If anyone knows a computer program that can do this, I would appreciate it.

You know what you should do? Go to StorageReview.com and read a few of their reviews. Examine the software and testing methods they are using. See if you can get the answers you need.
 
You can download and run HD Tune. It will tell your the max/min/average transfer speeds, access time, burst rate, and many other things.
 
Thanks for advice SirKenin, a good resource
and ive used hdtune before
its really easy software to use
not sure how to get latency/seek times, all it gives is access
