It seems that even the outdated 7600GT and X1650XT are overall better than HD2600Pro

That really is disappointing.

I'm just going to hope that AMD's new chip doesn't fare so well..

To be fair though the 2600XT costs less than the 8600GTS and the 2600 Pro costs less than $100!

Currently 8600GTS can be found at $149.9 after rebate (same as HD2600XT)

And HD2600pro performs very bad according to website I posted, I'm not sure that if it can beat 7600GT which cost only $80 after rebate.

But for some reason DX10 = high price. And don't forget that rebates don't last forever either.
