HD4850 is hot,hot,hot

Sounds like the heat sink hasn't been properly seated, RMA it they should fix the problem or send you a new one. :)

I've had the card for several months now, and back after I had set up the fan to go at 60% and dusted it nicely, it ran at a steady 50. This has only happened recently, and I can't foresee anyway how it could've gotten damaged.
 
Take the card out and make sure there's no dust build up in it.

Wow, I thought of that several times but just now caught a glimpse that there is a lot of caked up dust beside the fan.

I've been working for about half an hour now trying to take the top off to access the inner fan area of the card, but after removing all the screws from the bottom of the card, have had no luck in removing that top portion.

Can anyone give me instructions for taking it off, or perhaps, send me a link to a place that can give me this information?

Just get some compressed air in a can at walamart or something.
As for taking the fan apart I'm not entirly sure.
