hd6870 refuses to sync at 59.94/23.97hz

I'm having serious issues with my 6870.

It absolutely refuses to sync at the correct frequencies with my projector.

24hz syncs as 24.02, 60hz syncs as 60.11hz, and so on.

This creates a visible 'judder' at a constant interval, and is completely unacceptable.

I've tried adjusting the v.refresh with powerstrip, but powerstrip seems to have no power over this card/driver.

Has anyone achieved 'proper' refresh rates with these cards? And how did you do it?
 
I am a notebook guy but is there a vSync option in the card properties like a box you can check?

Regardless I think your hope might be in the GPU control panel.

To save time for those who actually know what they are talking about vs me. List the projector and any other relevant hardware software info.

Epson 8700ub, visiontek 6870, w7 x64, 11.1 drivers, hdmi connection (6 foot direct)
