HDD Bottleneck

If it said that the HDD is a bottleneck in most computer operations how is it that an SSD supposedly faster then an HDD if BOTH are connected to a SATAII port?
 
I would say if you were using one of the new 32 or 64 mb cache drives or an ssd drive then it wouldn't be a bottleneck. If you are using an older 2, 8, or possible 16mb cache drives then its very possible that the hdd is the bottleneck.
 
Which would be faster (if any) and how is it possible if both are connected to the same type of port.
 
Do me a favor. Take two hard drives and plug them both into either a sata 3gb/s or 6gb/s port. Now copy and paste a file from one hard drive onto the other. How fast did that file transfer? Was it 3gb/s or 6gb/s respectively? There's your answer.
