HDD lead is always on

I have Longhorn Build 4053 installed, and I have the light from my harddrives always on. But actually, the computer isn't choppy at all. Could it be the fact that I need more memory (248MB RAM). BTW, My CPU jumps from 30-100% all times. How can I get this terminated?
 
Third post but hey. I found out the problem. My memory is the problem. It uses a paging area on the HDD as if they were RAM, the the HDDs are always on to get the stability.
