Do I need a heat sink paste or tape to put a Heat Sink on a Processor, or do some heat sinks not require those?

Yes, you'll need one or the other. The stock cooler should come with a thermal pad, although you can remove it and use thermal paste for improved thermal conductivity. Aftermarket coolers will require thermal paste (but often come with some).
 
yep arctic silver 5 is the cooler for enthusiasts... and people who want a cool processor.
www.arcticsilver.com read the instructions on that site and find it on newegg or some other retailer.
also, most heatsinks come with a clip that latches the heatsink down to apply pressure, the thermal "paste" isn't actually a paste, its a compound (in most cases). it simply fills in tiny microscopic spaces instead of those spaces being filled with air (air is a very BAD heat conductor).

you either applied it wrong, or applied another compound better in some way.
its been tested to be the coolest thermal compound compared to most thermal compounds. its not the best in some situations such as covering large amounts of area, or filling in gaps though.
