HELP! Can't load old HDD on all new computer!!

Just like it says for the subject, when I turn on the computer I get to a point where it says that I need to insert the system disk. What is the system disk??? It might not be the OS because I tried 2 different HDD's and and the one I'd like to use says "Need system disk" and the other says "missing operating software". NOTE: they were not plugged up at the same time. Even though I tried that, they still didn't work.
 
You need to have an operating system installed on the hard drive in question, without it the motherboard will (as it is doing) complain that it doesn't know what to do when it reaches the end of its self tests.

If the new computer has new hardware, and you're trying to use the old operating system, the minimum you will need to do it repair install the operating system, perhaps even do a fresh install. For that you'll need a Windows CD. If you don't have one of those, you'll have to buy one. Pop it into the CD drive, enter the Bios by pressing Del at the startup and check it's set to boot from the CD. By default it should.
