help computer breakdown

hi i have a packard bell istart 2369 pentium 4 . anyways i tried to turn it on but it wouldnt show on the screen and the fan speeds up but then it slows down
please help i dont want a new pc

Is the monitor plugged in? Is the LED on the monitor lit? Is the monitor connected correctly to the computer and is the connection loose? Have you installed any software recently before this started happening?
