Help! Computer fan very loud after reseting settings. (Windows 8)

Hi I'm new here. So anyway my windows 8 computer has a big issue. After I reset it to it's factory settings (it's like reformatting but keeps old data), my fan became even more quiet.

However, the fan will get extremely loud and then will go back quiet again and will repeat over and over.

Can anyone help? It's been like this for 2 days.
 
Is there a lot of dust in your PC? Restoring Windows shouldn't cause the issue you're describing,
 
Let me guess, you have an HP laptop? If so, make sure the program called coolsense is installed.
