Help deleting Files In Win XP that wont delete

I extracted this rar file onto my computer today and it finished fine, I went to access the files and windows wont let me open the folder... I try to delete the files and folder and start again, and it gives me a strange small error screen saying "Cannot Delete File:" then all you can do is hit okay. If you open the folder, it opens and you can see files in the folder, if you try to access the one folder in there by hitting enter on it or whatever, it just does nothing..... If you right click and go to properties, it says empty folder and 0 bytes when I know there are mbs of files in there.... Im running xp home and I have rebooted but yet I still cant seem to get rid of these files.... Any ideas on how I can delete them?
 
This error is different than the one on that post. I took a screenshot as you can see below... I tried using that MoveOnBoot program, but its a folder I need to delete, I cant even see the files in the folder to delete anyways... I cant seem to boot my Xp in Safe Mode at all either... Dont know what to do... I have never even seen an error like this before either...

No, I didnt think it would work since in XP you can only use DOS while running XP but I just tried it and it said, are you sure, I selected yes... but it never did anything... The folders are still there... but it acts like they dont even exist...
 
I do have "Show hidden files and folders" checked off, it shouldnt matter anyways because they arent windows files, they are extracted rar files.

I tried that Unlocker program as well, and when I right clicked on the folder and clicked the Unlocker program, it didnt do anything either... at all... nothing.... just like if u try to delete it, nothing.....
 
try to boot ur pc in safe mode and then delete that file , reboot then ur pc in normal and it will be deleted then
also check the registry for these files (they are not physically stored there)
