Help! - Is CPU Fried

Iv'e just looked at oc my cpu, i was down volting till i get to the point where it crashes to add volts and up the clock speeds all went fine. I went from the Default clock of 3.6 to 3.9 and my pc wont boot, Whats happening is i turn on my pc Cpu fan spins KB + Mouse dont work and screen won't turn on i have no beeping either any help ?
 
Unplug the power and remove the CMOS battery. Hold the power button for 10 seconds, and let it sit for a minute. Then plug it back in and turn it on.

Thanks so much! You sir deserve a medal! I wasn't overly worried as it is my second shit box just sitting there but i didn't really want to fry it

If you're overclocking and lowering the voltage after you can have the problem it's stuck before going in bios. I had this problem several times, but so I learned what voltage my cpu needs for a specified clock.
To easely clear your CMOS, just disconnect power (not the battery) and move the jumper on your motherboard (small cap on 2 pins in a row of 3 pins) from pin 1+2 to 2+3 and wait for 5-10seconds, then move it back to pin 1+2.

This is a picture of the jumper; in most cases it's located near the CMOS battery.
