help me my motherboard won't start up :?

hello i am here becouse i have a motherboard:
model: MS - 6730

and the starting screen won't come,
is a hard drive needed for this??
i have searched for the Manuel
i have put all the connectors as they say,
and still nothing,
somebody had the same problem or can help me?
and i don't hear the usual stuff like fans starting up,
they start butt nothing after that -.-

any help would be fine,

What exactly do you have connected to the board? leaving aside your poor spelling you seem unsure as to whether or not the system fans etc are running
