help monitor gfx card issue

I am having some sort of a problem with my resolution with my monitor and my graphics card. I can set my monitor to 640x480 and 800x600 resolution no problem, but I want to set it to 1024x768 because the text seems very slightly blurry and 1024 just looks better. The thing is when I go to the ati control panel and set the resolution to 1024x768 it stretches the entire picture off the screen and I can like use my mouse to scroll over the entire picture like it moves around the screen but it's not the whole picture all on the screen at once. I do not understand what the problem is I think my monitor might be a piece of garbage but I wasnt sure if there was some sort of driver or something that I could download to force it to run 1024 somehow maybe idk..anyway here is any relevant info.
Graphics card: Ati Radeon x1600/1650 series
Monitor: Magnavox model number 20MF500T/17

Also, I am not sure about some things here. I just started using this computer again because I have been getting sick of my labtops integrated nvidia graphics because I threw an ATI radeon x1600 in here but I am not so sure that I even properly installed it because there are still nvidia drivers showing up namely nvidia ethernet component driver and nvidia nforce pci system management driver. Should these drivers be installed still? or should I have some ati alternative? The original graphics were nvidia geforce 6100 integrated

ethernet and pci have nothing to do with graphics cards. they are your motherboards chipset drivers. leave them.

any conclusions on this? i noticed that my ati control panel auto-detect of my monitor detected my monitor resolution max was like 800 by something...does this mean there is no way to get the resolution to 1024x768, it's aggrivating because lot's of programs, websites and things are too big for the screen at 800x600

Ok, ill look on windows update shortly. The TV is not that old lol. It's a 17inch (i believe) magnavox lcd that I bought from target probably 2 years ago. I really just want to be able to set my resolution to 1024 and when I do it goes into it but its stretched off the screen and I can scroll around and see it all but its just not good. I don't know if is even possible to set the resolution to 1024.

wait, it's a TV and not a monitor? that is your problem. most TV's like that are limited to 800x600 resolution which is also the standard res. for TV.

What you need is a monitor.
