Help , my computer is running slow

I had a friend build me a pc last year for **photo and video editing** It seems to load pictures and video clips very slow . and when i look at the resource meter it is always very low .almost no cpu use I think it should be a lot faster than it is. Something must be wrong with it or set up wrong.

Case- cooler master Gladiator

MoBo- Asrock extreme 4 1155

Cpu - i7-2600k *stock*

Cpu cooler - Hyper 212

Psu - Antec EA750

Gpu- Radeon 6850

HDD- 2 @ samsung F1 spinpoint 1TB

Ram - G-skill ripjaws

16GB DDR3 1600

windows 7 64bit
 
So is this only internet related or is access pictures on the hard drive slow as well?
 
It's slow working from the hard drives . (internet speed seems fine) I load the pictures from memory cards i'm using photoshop , Lightroom 5 , power director . I dump photos on the F drive in RAW format and then load groups of photos, edit them and then output them to JEPG , the photos are 6-14 MB in size each , but even while editing i have to wait when applying changes for them to show. but when i look at the resource meter the CPU may be at 5% and memory at 8%
 
The only thing to do at this point would be to run a diagnostic on the hdd's. Use seatools for dos and run the extended test to make sure its running good.

Other than that maybe try another reinstall of windows??
 
i will run the HDD test. I wish there was a way i could load the cpu and memory and see if it would even use all the cores
