Help needed

Just installed the new Motherboard in sig. got it all setup and when i power up computer it turns off in 4 secs then back on

does this no n off non stop. i took out cmos and still nothing.
 
tried iwth one gpu still nothing. Nothing has changed but the motherboard so im taking it the motherboard is bad or something.
