Help - Pc Won't Shut Down

Ever since I installed my new Chieftec PSU every time I close the PC from 'Start' > 'Shut Down' it immediately turns back on again, I connected my old PSU to see if my mobo had the problem and the PC turned off normally, I took the Chieftec PSU back to the store to get a new one (as I though it was faulty) and the problem persists, I noticed that it only turns back on when I 'Start' > 'Shut Down', if I hold the power button in to force shut down it won't turn back on, do I have to change some bios settings or something?

Someone PLEASE help!!!
 
The manual says:

"Please make sure the voltage select-switch to be selected at appropriate voltage source (115V/230V)" What is this?
 
Some history. Why did you change the power supply in the first place?

Did you check Power Options in Control Panel to see if there are any strange settings? Since you asked about UPS, that stands for Uninterruptible Power Supply. It's an external battery unit that takes you through a mains power failure (PC keeps on running or is cleanly shutdown). You probably don't have one and your UPS settings in Power Options should be None/Currently Stopped.

are PSUs plug and play or do they need settings to be adjusted?
There plug and play, they dont send any actual data to the computer, just power.

whats a UPS?
Un-interuptible Power Supply/Source. It's basically a battery backup for your PC.

so why do you think this turn-back-on happens and only with the Chieftec PSU?
 
1. Why did you change the power supply in the first place? That may be relevant to your problem

2. Did you check the settings in Power Options, the UPS tab in particular? Also the Advanced tab. There is an item Power Buttons, "When I press the power button on my computer". That should say "Shut down".
