Help Please

Windows cannot access the specified device, path or file. you may not have appropriate permission to acces the item

It doesnt matter what i try to open this message always randomly pops up. I re try to open the thing a couple of times and it eventually goes away
does anyone know how to get rid of this popping up. It also does it on all accounts on things like Windows media player. I just want to get rid of it because its annoying!

Notes Well, do you have permission or don't you? Wouldn't Windows know? If not, who would? If so, why won't it tell you what permissions you have, and what you need. And if it is your own computer, who would have denied you permission to your own stuff? Anyway, a procedure similar to the following may help solve this problem: Open the folder containing the program you are trying to run. Right-click on the program you are trying to run. But it surely sounds like the adminstrator got locked out too.
