Help: Power Supply Fan not starting

Okay, i now know its my power supply fan thats not starting. there is also this blue tipped cable called "fan signal idicator" plugged into nothing. anybody know what that is, and/or the cause of the fan not starting

Do you have an Antec Smartpower PSU? one of the fans on that series of PSU doesn't start up until full load.

I would agree with that more then saying a bad supply since you can see a fan run on a small trickle of power while the system won't even start up.
 
LMAO, its okay, i should really have read the box first. it says, inside fan always on for ventaltion, outside fan usually off for maximum quiet. lol. all is good, thanks
