Help troubleshooting this issue

Ok, so I'm trying to do a long distance diagnosis of this problem for my parents and this is about all I have to go on:

The computer is a Dell desktop, about 3 years old I'd guess. When my mom turned it on tonight there was a loud "blowing" sound that didn't go away, which I assume is either the fan or the HDD. When pressed, she leaned more toward it being the sound of a fan.

Also, for about 10 seconds there was a steady "beep" coming from the computer, each beep about a second or so apart.

Finally, the standby light (orange) on the monitor would briefly turn green as if the monitor was coming on, but then would go back to orange.

So that's about all I know. My guess is that something died in the PC and it's not allowing itself to boot up fully. I would think it might be a fan issue, except that the fan still seems to be running, albeit very loudly now.

Any ideas?

Some computers when turned on, the fan blows really loudly (or even on the video card) or a second or two. then it goes baack to normal. If the computer can't boot up properly, that maybe why the fan is blowing loudly, continuesly.

As for the beeping, RAM maybe dead.

Apparently the sound doesn't go away though. Any reason this would affect the monitor as well?

I had this same problem where the computer wouldn't even post upon power up. Took it to a local computer place, they told me to take out the battery on the mobo and leave it out for about 2 hours, thus resetting the BIOS. The primary graphics driver was then reassigned to the onboard video and I could then go into the BIOS and change the first boot device back to the HDD. I'm not sure if that's a safe or popular way to fix this issue but it worked for me.
