help! video problems

everytime i download or stream a video, it asks me to open it again halfway through. this also happens when i open a powerpoint file. what the crap is going on?
 
it doesn't matter how big the file is. it could be a tiny ten second video, or an hour long. either way, half way through it stops and goes through the "do you want to open or save this file" all over again. i press open, then it plays the second half of the video. it's really weird. any suggestions?
