Help! Windows System Admin Policies?

I'm trying to install 2 cd programs on my mother Dell desktop running XP and when I out disk in and start the install it starts then I get this message "WINDOWS SYSTEM ADMINISTRATOR HAS SET POLICIES TO PREVENT THIS INSTALLATION" Things I've tried.....put n safe mode and tried as administrator as well as my mothers log on and I get the same message! Not sure what else to try as I don't know a whole lot about these since i got the safe mode step from google.

Also, I have a feeling that her out of date Trend Micro PC 2007 may be causing something, so.... As I go to control panel/add remove programs and try to remove Trend Micro PC I get this message "WINDOWS INSTALLER SERVICE COULD NOT BE ACCESSED. THIS CAN OCCUR IF YOU ARE RUNNING WINDOWS IN SAFE MODE, OR IF THE WINDOWS INSTALLER IS NOT CORRECTLY INSTALLED" WINDOWS INSTALLER 3.1 (kb893803) FYI
It let's me remove any other program though as I don't get that message, only with trend micro!

Can anyone please help me out with some detailed instructions please...other thing is I can install anything off line since the computer don't have Internet, that's what I'm in the process of doin for her....installing her Mifi Verizon 2200 software manager and a belkin wifi adapter software and can't do either because of this.

Never experienced this before as I'm use to just putting a cd program disk in and installing it
 
Where did you get this computer from? Is this computer company property? I know the computers I work with in my line of employment are all locked down and the end User cannot install any software on them unless he has administrator rights.

Yea that how my job is too but this is jus a Dell desktop she's had for quite a while....she's had Hughes net Internet for quite some time now and as she had been fed up with them and there service she said they had been on the computer trying to get Internet service/router etc right they may have done something to it as she dont have Hughes net since a couple weeks ago
 
Can you log in as an administrator on this computer?

If you cannot get in on an administrator account one option is to pull the hard drive out of the computer, plug the hard drive in to another system, and wipe the disk using another computer.

If you do the above make sure you back up all the valued data on the hard drive to another storage device and have a Windows Installation disk and a correct drivers disk for the system before you attempt to wipe the hard drive.
 
Try log off your account to the log in screen , when your on the log in screen press and hold ctrl + alt and hit delete twice ,,

that should give you the option to type in Administrator as user and aslong as nobody has put a password on the (hidden admin account) leave the password field blank and hit log on

My first thought is its infected, then as I read that it said windows installer service is unavailable, my second thought was its needs a fresh install of windows. It seems this system is 4 or more years old and a fresh install would do wonders for it. Make sure you back up any important data before reinstalling windows.

Yea defiantly 4 or more years old....u guys know of a link on how to install a fresh new windows? How to save importnant stuff? May on flash drives? I jus buy a new windows disk of xp or what? Sorry never had to go this far with a computer before

Dells usually sent out reinstallation cd's when you got the system. Do you know if she has them? If not, there should be a recovery partition on the hard drive that you boot to in order to start the recovery process. If there isn't a lot of data you can transfer it to a flash drive no problem. But if there is music, office files, pictures and other stuff, you may need to back it up to a dvd since it holds more data. Or if you have an extra hard drive you can just copy and paste the data to the extra drive.

Yea she keeps them all...I didn't know if I needed a newer disk of windows or something. So after I transfer everything to flag drive or DVD do I need to delete windows or anything or does just installing the new disk of windows take care of all that?
 
If it an actual windows XP install disk, you boot to it and have it delete all existing partitions, then repartition/format and then it installs XP. Then you should also have a drivers cd with that. You insert that after the install and it should tell you what drivers need to be installed or if you give me the model number of dell you have, I can link you to the drivers you will need. Here is a link on how to do a fresh install of XP. I had a dell with XP and the process was the same.

you can click on the left hand sign screen shots to get a better idea of whats going on.

If the hard drive has only 1 partition then you need to delete it, if the drive has 2 partitions then you only need to delete the one windows was installed on.
