Help With FPS???

okey so I'm a noob when it comes to computers so need a bit of help I keep getting fps drops in Elder Scrolls Online,
I have tried setting everything to lowest settings in game and still seem to get around the same fps as when on ultra settings, bellow are the fps I get when playing ESO

Average 40-50 fps
Built up areas (city) 25-35 fps
PvP (Battles) 15-30 fps
Streaming on Twitch ~ 10~25 fps

What I would like to know how can I improve my fps?? can I upgrade any off my hardware or buy a new graphics card??

Graphics Card ~ Amd ATI Radeon HD 7970 3GB
CPU ~ 3.8Ghz Amd FX-6200 6-core
Motherboard ~ Gigabyte GA-970A-Ds3
PSU ~ Corsair Enthusiast Series TX650 80+ 650w
Ram ~ Corsair Vengeance 1600MHz
Cooler ~ Corsair H80i
Memory ~ 1TB Sata III Hard Drive
OS ~ Windows 8.1

Internet Speed
Ping ~ 22ms
Download speed ~ 125mps
Upload Speed ~ 10mps

You have the latest drivers?

Is the VGA/HDMI/Display Port/DVI cable from your monitor going into your GPU?

His board doesn't have onboard video
 
If you have MSI Afterburner you can enable on-screen display and make so it displays your GPU Usage. If the usage is low then that can be a source of the problem. And even though this is a dumb question because you have a H80i, make sure while your in-game that your CPU temps aren't too high because it'll prevent your graphics card from preforming well. You can monitor your temps using speedfan.
