Help With Graphics card performance

Hello. I just purchased an 8400 gs graphics card (PCI) for my old dell dimension 3000 (specs: 3.00 ghz P-4 with 1 gig of ram and a 145 gig hardrive) and when i ran sims 2 i only got about 20-30 fps on med low settings. Is this normal for a card like this (i know its not a gaming card)??? because my old laptop (specs: 1.5 ghz centrino with 1 gig ram...) which has a mobility m10 (radeon 9600) card runs the game with higher settings at about 30-40 fps.
 
Do you have the latest drivers installed? How's the card run other games? The card is quite low end but it should do better than that. If nothing else it might be coming down to your PC.
 
I did install the latest drivers. I also tested need for speed most wanted and only got from 15-20 fps on med settings with a resoultion of 800x600.
 
Well what I found out when playing a game (need for speed most wanted) is that my gpu load is at 0 and and the memory used is about 45mb. is that normal or is something wrong with my graphics card?
 
Not sure if you saw my post from last night but since then I have worked out all the bugs. I have the same card in a dell 2400. After install I noticed much cleaner crisper lines as well as better textures and shading. However I also noticed lots of short ligs playing cs. After making sure all the drivers were correct I downloaded Riva Tuner, ATITool, and FURMark and OC'd the card. My fps jumped from 82 to 133 in ATITool. At this point I think it's time for a new build cause the rest of the comp is holding me back.

Thanks for the advice, I did do a slight overclock on the card to see if it would help my performance, it did but only a 1-2 fame gain. I still struggle to run games at a decent framerate (i know the card is not for gaming, but i am pretty sure the the card should be able to run older games like the sims 2 and need for speed most wanted at good framerates with decent settings). I was also wandering if there is a way to get rid of the lags that occur every couple of seconds when playing a game.
