Help with upgrade please

Hi a got a amd athlon 2200+ which i think that the motherboard has failed (checked power supply and it works plus both hard drives work) the computer turns on the light but fans don't spin i would like to upgrade this base unit but not sure what parts would be compatible and which ones i would need to upgrade or would it be cheaper to buy a new computer would like to upgrade to a dual or quad core power supply is 350watts i got 2 80 gig hard drives (ide) 1 gig ram not sure about anything else this would be my first build of a computer always wanted to do one so ideal opportunity for me to do one i use my computer for internet, streaming and watching dvds


i would appreciate any help or advice anyone could give please thank you i seen loads of motherboards but not sure which ones are compatible
 
judging from you brief description of what you have already it's old stuff that they don't make anymore. Your mobo is a 939 socket which is about 4-5 years old at least.

I would look at a fresh new setup. Not much you have will be very useful for a new build or an upgrade.

HDD IDE, we are already at SATA2 and SSD now
1GB of RAM (probably DDR) isn't much when most PC come with 4GB and DDR3

What would be your budget for a new PC?
 
thanks for your help it is an old one i was looking at a new one to be honest just wondering how hard it would be to build a custom one for myself i havn't really got a budget cos i'm sure what a good computer costs at moment i seen a couple on ebay for about £200+ new which were dualcore/quadcore thats why asking for any help or advice i can get
