Will it allow you to boot into safe mode (by pressing f8 after post, before boot)? If so, there's your backup option. While your in safe mode you can try Start -> Run, "sfc /scannow". It a system file checker, it may be able to repair the missing file. (make sure you have the OS CD, it may ask for it.)

Edit: alternatively, if you cannot boot into safe mode but have the OS install CD and the CD key, you can use the repair install option by booting into the CD, then following this guide:

http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/tips/doug92.mspx

A repair install simply repairs system files, it leaves any other file alone.
