Help!!

upgraded to ie8 beta 2 well i should say downgraded but anyways i downloaded certain things didnt work so i tried a system restore i new it wouldnt work but i was out of options. anyways now my toolbar,menu bar, url address at the top of the page is gone. plus when i go to control panel and try to go to internet options it blinks and nothing comes up. any suggestions would be appreciated.
