How can i tell my fan is working it's smells like it's burn

First my computer's fan hasn't been on plus it get's hot like problably in like 15 minutes. It gets really hot then i turn it off cause i think it could be bad rigth... anyways i think fan could be burned or something it smells like it was brand new.
i really need some help ;(

Which fan hasn't been running? Does the ambient temp. in the case get hot, the CPU get hot or the PSU after 15 minutes? Can you specify what smells burned?

well don't know much but it is inside a box where you have the input/output for the power

the input output power uinit is called a Power Supply Unit
you may have to get a new one. but theire not very expensive

They are just the rails, every PSU has that, what are the amps (A) on those rails. And whats the wattage, and what make is it.
