u mean ur desktop wallpaper? right click on it and select properties, then go to desktop and scroll through the list, or browse ur pics. or if its not there, go back and get it on the internet.
 
there should be a link on the background itself.. in like orange or yellow stating.. "restore active desktop" or something similar to it.. (if its the same one i have had before, all white, writing, etc..) ...BUT

first off, you need to do a spyware scan and even virus scan to make sure that spyware have been removed, so it wont happen again..

when you say not appear, do you mean the display options or the right click? if not.. try going into your control panel and click on "display"
 
that happens to me, i clicked on the background and then properties and it just never came up. try goin to control panel then display. if thats even ur problem
 
If you can't access the option to change background just go to your pic you want as the background, right click on it and select set as desktop background.
