I have a
AMD Athlon x4 860k 3,7ghz
PSU 650 W
GPU Nvidia GeForce GTX 980 ti 6gb
500gb SSD
2tb HDD
ASrockpro Motherboard
when i play games my games goes glitching and then after few moments it frezzes and i cant do anything to solve it, i have a standard cooler on my processor that small it has 1600 rpm could it be overheating? i wanna check first then buy components not to rush at it.
 
Well, that processor is definitely bottlenecking that video card. Download and run coretemp and check your temps but 1600rpm does seem low.
 
It shouldn't freeze at all, but that's definitely a lopsided build.

I'd check temps and run some basic diagnostics like Memtest86+
