Whats your budget in a number range... "low budget" is a bit unspecific and it will be alot easier to give you an exact build list recomendation if you give us your budget; for instance $500.

I would be willing to spend 400-500 on the tower itself no monitor or keyboard
with cd/dvd burner good memory good mother board good processor u kno all that good stuff

Consider something like:

MSI 945GM2 H-F Socket T - $88.99
Intel Pentium D 805 - $107.55
1 GB (2 X 512 MB) OCZ Gold; DDR2 667 (4-4-4-12) - $93.99
Maxtor DiamondMax 10 250 GB (16 MB cache) SATA 3.0 - $79.99
Athenatech A413WG.400 - $35.50
NEC 3550A - $34.99

Total - $441.01; -$15 rebate $426.01

Based off Praetor's $500 "work" build, some components substituted.

You might be a little limited by the PSU and integrated graphics if you ever want to play games, but you've still got some room in your budget so you can always add a dedicated video card.
