To convert sound into a graphical image or a compressed code and then from that image or code, back into the same exact sound?

Sorry if that's a bit of a weird question to ask, but I'm just curious.

Why would you want to change it back into what it originally was? What's the point in changing it if that's the case?

Well after reading news today, that the BPI (british phonographic industry) in the UK are going to monitor downloads to find people who are illegally downloading music, I was trying to figure out what possible ways the downloaders could/would use to cover up what they're doing and then trying to figure out what procedures the BPI/government would use to stop them.

I mean, I think that the end result will be some kind of media taxation for all internet users in the UK or something similar.
