High CPU Usage on Windows 7 and Programs not Responding

My CPU usage is staying at around 50% and sometimes goes up to 100% and often programs stop responding. I just did a clean install so I have no viruses so i'm guessing it's a hardware problem? I have a Pentium D 2.8 Ghz 2 CPU processor and a 9400 GT Nvidia video card could these be the problem? I also have 3 gigs of ram.
 
Well for starters when you did you re install did it save any of your old programs and put into a file called windows old? My next guess cause you said your cpu has 2 cores right? Maybe one of them burned out.

Does it change like that even while your computer is idle with nothing running?
 
can you click on start ; and in the run box type msconfig; click on it ; select tools ; scroll down to task manager; highlight it and click launch. in the tab processes, you should be able to see what is using the cpu.
 
I did a clean install a few hours ago and have my old windows in the file windows.old. There are no processes using a lot of cpu usage idk why it's so high I only have like 5 processes open. My physical memory is at like 70% i have no idea why.. How can I get rid of physical memory?
