High CPU Usage when open program!!!

have this serious problem with my Compaq Presario V3000 laptop!
I don't know why but, recently everytime I open some programs (not all, like browser), the CPU usage will spike to 90-100%! Which causes super duper lag of my laptop!
I have try to scan virus, adware, spyware, malware etc... and close those useless startup, and try to search the web bout the solution but still no use!
What should i DO!?

can you be more specific about which programs are causing 100% CPU load?
