high download and upload speed yet I'm still laggin in games?

Trying to play Modern Warfare 3 on my school's network. bandwidth priority is in educational facilities until 10:00pm... its 10:30 and it still is no better, I'm lagging like crazy! But what is puzzling me is that my download and upload speeds are good... when it searches for parties it tells me that there are at most only 11 good parties, in all of which I either lag out or lag so bad that the game registers the other player killing me before it even registers me shooting when from my perspective it looks like I just drop dead without even being shot at by the other player. Ideas? I'm starting to think that it may just be the school's network that is the issue, however im open for any ideas you guys may have.
 
Usually in school and large companies networks, the error "packets" gennerate more faster, because the large amount of network packets.
That no have effect in live streaming apps or streaming (youtube) or in msn chat rooms.
But effect any app use databases (my sql, oracle, windows sql server).
Remote database no accept "mistakes" packets as fixed blanks (from tcp/ip protocoll).
Will wait to the point, to get the correct packet = lag
That mean try to play in times, when you know in the school network, is no connect many users in school DHCP server...
In general lines, school or intranet networks is no the ideal place, to play internet games.
Because the many online computers, creating to much "noice" in data packets transmision.

A good idea is to use a ip scanner (http://www.radmin.com/products/ipscanner). When you see few computers online then go try to connect with your client in database of your internet game...
