High Pitch noise from PS

Hey, Im building a Athlon XP computer and all I'm getting when turning it on is a High Pitch noise from the Power Supply. I have tried on 2 diffrent Mother board and CPU and I get the same resaukt of High Pitch noise. The computer doesnt even turn on.
 
Mine does the same rite when its booting, and when I shut it down/hibernate it....but it still boots up, but i just say screw it, cause i got a box of parts im about to put in it, rite now it has a 2800+ XP

but im thinking the power supply is about to go....
