Highest stock clocking

Hello,

Why is the highest stock clocking (intel) 3.33Ghz even though you can OC it at home to over 4 or maybe higher?

Is it just a custom or is there some particular reason why 3.33Ghz is the top line over which stock clocking never goes?
 
so there is no kind of boundary in clocking it is just coincidence?

Even though they can overclock higher. AMD and Intel keep there processor in a certain wattage and voltage envelope. Over time as they improve the yield of the cores the ghz. go up but the wattage and voltage stays the same on stock clocks.
 
what ever happened to the older intel 3.8 GHZ? i think it was a pentium 4. a quad core 3.8 before o/c would be amazing.

Hmmm, I need to start looking at a new Mobo/CPU/RAM combo AM3 with DDR3, FTW
 
All right I see... By the way how high clocking could I expect from Core i7 920 clocked at 2.66 ghz if I was to OC it to max without need of using additional cooling, just stock fan?
