Home Server Will Not Boot

I think I have my problem down to power supply or MB.

here is the story

I noticed my server was turned off so I went to turn it back on, I hit the power button and the blue light on front came on. after about 20 mins I was not able to ping it. I went to look at it and realized it was not running but the light was still on. I disconnected everything and it still does the same thing. I also looked for a light on the MB but not sure if there was one there or not. it is an ASRock 775 Twins. I am hoping this is just a power issue and a new power supply will fix it as the server was in the corner it may have gotten hot. Also the fans spin for a second except the CPU fan. all fans are plugged into MB.
 
you may have just solved my problem, I did not touch the processor fan to make sure it spun easily, it spins if I make it but it is hard to spin. I am thinking fan seized up and fried processor. do you think that may have damaged MB too?
 
Turn off the computer first. I then would try to remove the fan off the heatsink and see if there is anything keeping the fan from spinning. Get all the dust and debris out of the heatsink. The processor may not be damaged. The fan may just need to be cleaned up and the heatsink may just need to be unclogged.
 
I replaced the power supply and the computer will try to boot. the processor fan does not spin so I will wait to do anything else until that gets replaced. should be soon I will post if anything else happens.
