hoq to keep fan on max speed?

There is a SMART OPTION and Always On in my bios, but niether one will keep my CPU FAN speed at its max rate all the time. Is there a way i can set it too? Or a program which will let me change it when i want, so i can put it lower on over night. I kjnow there are phsyocal fan contellers, can these work with cpu fans?
 
yes, 'speedfan' does exatly that, you can control your fans (CPU including) and it will also tell the temparature of your PC, and if it is rising or lowering.....i have it and it works great!
