Horizontal lines across the screen

Hello.
I have a HP Pavilion dv2600. This was a laptop given to me after this problem appeared, and the original owner bought a new one. It crashed, and then a restore fixed the problem and it hasn't crashed since. But there are very thin horizonal lines across the screen. Doing a system restore fixed it for a while, until they came back. reformatted and loaded Windows 7 Ultimate still didn't permanently fix the problem, and neither did boot and nuke. It gets worse with video. Any suggestions as to what is wrong and how to fix it?

I'm surprised that a restore fixed did anything at all. What you are describing is something physically wrong with the LCD screen. The screen is replaceable, you should be able to find one on eBay for around $75.
 
As was I. Doing a system restore would make it run for a while, and then it would do the same thing.
I also might add, i keep my laptop in power save, because in balanced, the lines instantly get worse, and in high performance, the lines get even more worse. The lines move from place to place and often follow my mouse trail. Rolling my mouse over the lines already present will usually "erase" them.

Ok, what you're describing is different that what I initially thought. My experience with lines across the screen has nothing to do with what is actually going on one the screen. I have a DV6000 that had lines across the screen, and I could get them to something disappear by putting pressure on the right part of the back of the LCD, which clearly indicated that it was a problem with the LCD. I believe it's similar to the failure that occurs with a stuck/dead pixel, except with an entire row.

What you've described is obviously something different. What seems to be happening is your graphics card is overheating causing it to artifact. This would explain why it gets worse during graphic intensive applications (such as video), and when you turn the performance up. Unfortunately, there is no easy fix for this.

There are a few things that you could try, but I would not recommend them unless you have experience repairing laptops, because they can be tricky to take apart and put back together, and there is a decent chance of making it worse or frying your laptop all together.

That said, you could open it up, and see if you can clear any dust from fans or ventilation areas. It's possible that a buildup of dust could be the cause of the problem.

Of course, a much simpler solution would be to buy a laptop cooling pad, but given the severity of your problem I'm not sure if it would completely fix it, and if dust buildup is the problem it will likely get worse as more builds up.

EDIT: Another thing I just thought of... it's very possible that one of your fans in the laptop has failed altogether, in which case it would need to be replaced.
 
Try using battery options to dim the screen a bit... my TV downstairs starts flashing white lights when there is too much orange on the screen, and when I turned down the brightness and contrast levels, it fixed it.
