Horizontal lines moving Vertically.

I know this must have been beaten to death but i cannot seem to find a solution to my problem. Everything i know that might help folks help is my monitor is a V7 L19WD and i have a DVI-DVI connection. Anything else you need please ask because im desperate for a solution as i'm sick of this bug in my monitor. Thank you!

Here are the possibilities.

1. Bad video card - try a different one
2. Bad monitor - try a different one
3. Bad cable - try a different one

Diagnose, diagnose, diagnose.

Change the refresh rate and see if that helps.

change to a lower resolution and see if it goes away,
