Just a quick question..

Wondering if there is any way to access Hotmail when ones work has blocked web based email?

Am I able to set it up in Outlook?

yes, just go to add a new account, and where you choose what protocool it is on, set HTTP and then it ill ask for what HTTP provider you are on, obviously choose hotmail, then enter your username and password and off you go.

although this will only work for free if you have been registered since more than 1 (about) year ago, as after msn started making you pay for outlook access
