how are equalizers made?

Hi, i'm new here. Does someone have an answer for this? Equalizer meaning those kind of software that moves according to the music played. Like in rainmeter, there's an equalizer and in some youtube videos where they play music. Maybe just the gist of how its made. Thanks everyone.
 
Equalizer = changes tones in audio (boosts bass, or boosts high pitched sounds)

Vizualizer = turns the beat into visuals (video).

Might aid you in your search. I'm not sure, but it must be simple since visualizers have been around for while (10+ years)..
