how can i configure my webserver on router?

I think you have to get a static IP adress from your ISP.
You cant do it yourself (was my impression).
Not 100% sure on that though.

i already got a static ip from my isp but now i am getting a error on my network saying there is an ip address conflict with another system on the network which that is coming from my router and my server

you need to set your computer to use the same IP every time in your TCP/IP properties. then you need to forward the ports on your router to that IP. Then set the router IP to whatever your static IP from your ISP is. get a switch, its easier for web hosting

That's not really correct. You can use a dynamic DNS service that will correct DNS when your IP changes with your ISP. I am using it.
