How can I print a PDF file to scale?

I am trying to print the following pdf....
http://zaphaudio.com/WaveguideTMM-profile.pdf
so that I can use the printout as a correctly scaled template.

I'd rather not invest in expensive editing tools for just a one-off use.
I posted this question to another forum and someone simply responded with a corrected file for me to print and it worked perfectly. The file he sent printed exactly correctly but I wanted to know how to do it again in the future. I asked him and he responded......
Hi!

1. Import *.pdf in any normal vector graphic application

2. Scale (specify precisely dimensions).

Or make any other manipulations with vector objects :)

3. Export to pdf (if necessary)

DIA is the only vector graphic program I'm familiar with but it would not open pdf files. I converted the file successfully to png and opened it in DIA but since it was not created in DIA I could not figure out how to rescale it.

This is EXTREMELY frustrating. Can it really be this difficult?
Please advise?

C'mon guys. I've got this posted to no fewer than six other forums and noone has figured it out yet.

Someone tell me how this is done before I tear off all my clothes and run screaming down the middle of the road.
