How can I turn on HTML???

How do I turn HTML on, pleeeeeease someone out there?
Or rather - how do I make sure HTML works on particular websites (eg Myspace, Yahoo)

If you wish to help please understand that I have little knowledge about setting things up on computers so some helpful info would be appreciated.
Guess I need to reword my question - it appears that HTML is not ENABLED for email, blogs, etc. I have looked checked through internet options but didn't help.

if your viewing this website and posting this messege from this computer your having a problem with, then HTML is working :/

HTML is the code that websites are writen in. All browsers will have it enables or there is not much point in having a website browser.
