How dare Firefox refuse my connection!

I had troubles with Firefox before(pictures showing up on random places on the screen) so i reinstalled it. I opened it up, and it sat there forever. I reinstalled it again, and now it says that the connection was refused on whatever website I try to go to. Please note that I have an internet connection, but through the fcuked up IE, and I really hate it cause its slow and its unsafe and its stupid and...enough. Please help me get my firefox back:( .

Yes, i have Norton '05, but even when it is off, FF doesn't work.
 
Never mind, it is Norton. But it is set to always allow access by firefox.exe to the internet, why won't it?
